Job Title: Head of Learning & Development - Complex Care
Hours: 40 hours per week
Location: Carmarthen (Minimum of 2 days per week on-site, plus regional site travel)
Salary: £55,000.00 – £60,000.00 per annum

Role:
Reporting directly to the Director of People, the Head of Learning and Development will lead the organisation’s overall people development strategy. Moving away from traditional operational training delivery, this strategic role focuses on long-term workforce development, career pathway planning, and leadership capability to support ongoing expansion. Key responsibilities include:
- Developing and embedding a forward-looking L&D strategy aligned with business expansion; building clear career pathways and leadership development programs.
- Nurturing internal talent, introducing competency frameworks, and collaborating with resourcing teams to identify skill gaps and align future recruitment with internal development programs.
- Ensuring all L&D frameworks meet Social Care Wales and regulatory standards, while maintaining oversight of mandatory training quality assurance.
- Leading and developing the internal L&D team, managing relationships with external awarding bodies, and overseeing the L&D budget.
- Introducing modern, blended learning tools (e.g., digital platforms, coaching, peer learning) and evaluating their impact using data-driven insights.
Candidate Requirements:
- Minimum 2 years’ experience at a senior/strategic level within Learning & Development, Talent Development, or Organisational Development (proven track record of designing programs beyond pure training delivery).
- Social care or healthcare sector experience is highly desirable (or transferable experience from another fast-paced, multi-site, highly regulated environment).
- Proven background in supporting organisations through periods of significant growth, implementing workforce development frameworks, and building succession pipelines.
Skills & Knowledge:
- Understanding of Social Care Wales requirements (or regulatory equivalent), qualification frameworks, and adult learning principles.
- Strong leadership, project management, and executive stakeholder engagement skills.
- Ability to analyse performance data and upskill a diverse workforce based on evolving operational needs.
- Strategic yet practical thinker, strong influencer, and passionate about values-based leadership and developing people.
