In a major shift for the adult social care sector, the UK government has introduced new rules requiring care providers in England to show clear efforts to recruit UK-based care workers before turning to international candidates. Coming into effect on 9 April 2025, these changes are part of the government’s broader strategy to support domestic employment and reduce exploitation in the sector.

From this date, providers must be able to evidence genuine attempts to recruit UK based care workers – particularly those in need of new sponsorship – before they consider overseas recruitment options. This policy aims to ensure those who have come to the UK to work in care are not overlooked and to help restore integrity to the immigration and employment process under the government’s Plan for Change.

Protecting workers and supporting sustainable recruitment

Alongside prioritising UK-based candidates, the government is taking further steps to safeguard workers in the sector. New legislation has formally banned the practice of charging workers for sponsorship—something that was never intended and has, in some cases, led to serious financial hardship and exploitation.

Between July 2022 and December 2024, over 470 sponsor licences in the care sector were revoked due to non-compliance, affecting more than 39,000 care workers. These latest changes are a continued effort to clamp down on rogue operators and ensure fair treatment for those working in adult social care.

To reflect changing economic conditions, the government has also updated salary thresholds for those working under the Skilled Worker visa route. From April, care workers must be paid a minimum of £12.82 per hour—a step intended to support fairer pay and sustainability within the workforce. Other professions within health and education, including nurses, doctors, and teachers, will see similar updates in line with national pay scales.

What this means for UK-based care workers

While international care workers remain a vital and valued part of the workforce, the emphasis now shifts to making the most of the talent already in the UK. As Stephen Kinnock, Minister of State for Care, states:

“Prioritising care workers who are already in the UK will get people back to work, reduce our reliance on international recruitment, and make sure our social care sector has the professionals it needs.”

Providers are encouraged to follow the Code of Practice for the International Recruitment of Health and Social Care Personnel to ensure they meet these new requirements and uphold ethical standards in recruitment.
